Anthony Halter, Executive Director
Center for State Policy and Leadership
Anthony P. Halter became the Executive Director of the Center for State Policy and Leadership on August 16, 2006. He holds the Doctor of Social Work degree from the University of Pennsylvania and he was a member of the faculty of the School of Social Work of the University of Illinois at Urbana-Champaign from 1987-2002. His research and publications are in the areas of welfare reform, general assistance, family support, poverty, and homelessness.
Prior to his academic career, Dr. Halter held various administrative and supervisory positions in government and education. These included positions with the New York Department of Social Services in Income Maintenance, Employment and Training Programs, Food Stamps, and Medicaid. In addition, he was Director of Adult Education for the Milford School system in Milford, Penn., and was a policy analyst with the Commonwealth of Pennsylvania Department of Public Welfare.
