Leslie Berkley has a B.S. in Community Health Education(UIUC, 1979) an M.S. in Human Resources(National LewisUniversity 1982) and is a CADC. She is self employed in the field of Substance AbuseCounseling has been so for the past eleven (11) years. Leslie has been working in the field of Substance Abuse forover twenty (20) years and prior tothat wasemployed as a caseworker for the Cook County Social Service Department.
Sereta Deal, M.A. has been employed with the Office of the Secretary of State for more than 25 years. During this time, she has been a hearing officer and supervisor with the Department of Administrative Hearings. She currently serves as the supervisor of the informal hearing officers in the Northern region. She also reviews the recommendations of formal hearing officers in the Northern region.
Jeri Frederick, M.A. works at the University of Illinois Springfield in the Institute for Legal, Legislative and Policy Studies as a project coordinator. She has been with the university for over nine years. Prior to working at the university, Jeri was a policy director in the field of disability services, a legal assistant in death penalty cases and a case manager in various social service settings.

Marc Loro, J.D. is an attorney assigned to the Department of Administrative Hearings of the Illinois Secretary of State's Office. He has more than 20 years experience as a hearing officer and for the past 18 years has conducted training for the Secretary of State and DHS/DASA. He also coordinates the legislative affairs and rulemaking for the department.
George K. Rafeedie, M.P.A, C.S.A.D.C. has more than 30 years experience in behavioral healthcare. He is a retired USAF Captain where he spent 21 years providing and developing substance abuse services. He has worked in community-based programs in Illinois and Missouri as a counselor, DUI assessor, clinical coordinator, and program director in variety of settings that include outpatient, residential, and methadone treatment. George came to DHS/ DASA in 2001 as a DUI Program Liaison and monitors all categories of DASA licensed programs with a focus on intervention services.
Yvonne Rath, Ph.D., LCPC, is the Executive Director of Massac County Mental Health, Metropolis, IL and has 29 years experience in community behavioral health care. She has worked as an adolescent counselor, sexual abuse therapist, school consultant, Head Start evaluator, EAP consultant and therapist, and Clinical Director. At present she still carries a small outpatient caseload, is the agency's DUI evaluator and Risk Education instructor. Rath also teaches part-time for Shawnee Community College, Metropolis. She is certified thru the National Board of Certified Counselors and the American College of Certified Forensic Counselors.
