Day 1 -
Legal Issues, the DUI Arrest, Field Sobriety Tests
DUI Assessment Tools
The morning session will address the DUI arrest process including a demonstration of the Field Sobriety Test and the breathalyzer equipment.
The remainder of the day will focus on the current assessment tools used in Illinois for assessing DUI offenders in the evaluation process. The service provider will learn to administer the new Adult Substance Use Driver's Survey (ASUDS-RI), the Drivers Risk Inventory (DRI –II) and the Mortimer-Filkins paper and pencil tool. This day of the orientation is especially helpful to new evaluators who have not had much experience with the standard assessment tools used in Illinois.
At the end of the session, participants will be able to:
- Understand the strengths and limitations of the three assessment tools.
- Know the components of the three tools and how to apply them for an evaluation.
- Correctly and accurately administer, score, and interpret the Mortimer-Filkins and the Adult Substance Use Driving Survey (ASUDS-RI)

Day 2 -
DUI Evaluation: How to do it
An interactive review of the DUI Evaluation will include step-by-step instructions related to the DUI Evaluation process and instruction for use of associated DHS/DASA forms. Interviewing skills, particularly probing, related to the substance use history and the DSM-IV symptoms of abuse and dependence will be emphasized. Skill practice will include demonstrating DUI classification of case studies. With enhanced knowledge and skill practice, participants will be prepared to confidently complete the DUI Evaluation.

The DUI Service Provider System
The final day of the basic orientation will include a comprehensive examination of the DUI service provider system and the role of the Department of Human Services/Department of Alcoholism and Substance Abuse in that system.
Topics to be included are:
DHS/DASA rules and regulations -- updates and changes to DUI law, rule, and procedure, in Administrative Rule 2060, DUI evaluation process in Rule 2060 and use of current forms and computer systems.

Day 3 -
Understanding the Secretary of State Administrative Hearing Process for DUI Offenders
The purpose of this session is to clarify why the hearing process is structured in a manner that not only requires adherence to specific statutes and administrative rules, but also provides the latitude for subjective judgment in determining the outcome of any request for driving relief.
The workshop will focus on the following:
The legal foundation and procedural mechanics of the administrative hearing
The separate roles of the DUI service provider and the Secretary of State hearing officer within the hearing process
The dynamics of the decision-making process following the hearing
The format will include lecture, a simulated Secretary of State formal hearing, case study reviews, small group exercise, and a panel discussion involving administrative hearing officers.
Instructors: Secretary of State: Marc Loro, J.D., legal adviser and Sereta Deal, supervisor of informal hearing officers (Northern Illinois) each of these individuals is employed by the administrative hearings department, Secretary of State's office. The afternoon session will also feature a panel of administrative hearing officers.
