Patricia Byrnes, Ph.D., Associate Professor
Patricia Byrnes, Ph.D., is an Associate Professor at the University of Illinois at Springfield. She teaches in the Doctorate of Public Administration Program and is jointly appointed to the Institute for Legal, Administrative and Policy Studies within the Center for State Policy and Leadership. She has a B.S. degree in Mathematics from Saint Mary’s University of Minnesota and M.S. and Ph.D. in Economics from Southern Illinois University at Carbondale. Dr. Byrnes was on the faculty of the School of Public Policy and Management at Ohio State University from 1990 to 1998. She has conducted research for two federally funded research and development centers in Washington, DC. She has consulted with various state and local organizations on financial and performance management issues. Her research interests include public sector performance measurement, data envelopment analysis applications, state finance and evaluation of economic development programs. Her research has been published in Public Productivity and Management Review, Public Budgeting and Finance, Management Science and Urban Affairs Review.
